J. Rowe JUDGE CHARLES HILLYER BRAND Judge Charles Hillyer Brand was born April 20, 1861, at Loganville, Georgia. He is the son of Egbert M. Brand and Mrs. Julia A. Brand, the former a son of Isaiah C. Brand and the latter the daughter of Levi M. Cooper. He graduated from the University of Georgia in July, 1881. Was admitted to the bar in Lawrenceville at the September, 1882, term of Gwinnett Superior Court, Judge Alexander S. Erwin, presiding, and at which time applicants for admission to the bar were examined in open court. On June 30, 1886, he married Miss Estelle Winn, daughter of Judge Samuel J. Winn, of Lawrenceville, Georgia. She died July 31, 1890. Two daughters, Luelle, (Mrs. Moreton M. Rolleston), and Julia, (Mrs. Bolling Hall Sasnett), were born to this union. On June 26, 1901, he married the daughter of Judge Nathan L, Hutchins, of Lawrenceville, Georgia, Miss Mary Dixon Hutchins, who died February 10, 1912, leaving a daughter, Miss Mary iCarolyn Brand. He was elected to the Georgia Sanate for the years 1894-5 and was chosen president pro tempore of that body. He and his daughters are members of the Presbyterian Church. He is a Mason, an Elk, and was Grand Master of the I. 0. 0. F. of Georgia in 1897-98. In 1896 he was elected Solicitor General of the Western Judicial Circuit by the, General Assembly for four years, and 1900, without opposition, was re-elected for four years by popular vote. In February, 1906, he was appointed Judge of the Superior Courts of said Circuit by Governor Terrell to fill an unexpired term. In the state primary election of 1906, he was elected Judge of the Superior Courts of said Circuit for four years, in 1910 was re-elected for four years, and 1914 was again elected without opposition. He held the office of Judge until January 11, 1917, when he was elected as Representative of the Eighth Congressional District of Georgia, to the 65th Congress, and thereafter elected to the 66th, 67th, and 68th Congresses.
