J. Rowe BILLUPS PHINIZY Billups Phinizy, president of the Southern Mutual Insurance Company, and one of Athens' leading and substantial citizens, was born February 27, 1861, in Augusta, Ga. His parents were Ferdinand and Harriet Hayes Bowdre Phinizy. He graduated from the University of Georgia in 1881 and entered the cotton factorage business which he conducted successfully until 1904 when he was elected president of the Southern Mutual Insurance Co., one of the most successful insurance companies in the nation. He was president of the Bank of the University for many years, a director of the Southern Mutual since 1890, was elected to the presidency of the Southern Mutual Insurance Co. in 1904. He is a director of the Georgia Railroad & Banking Co., of Augusta; trustee of the Atlanta Trust Co.; chairman of board of directors of the Southern Manufacturing Co.; vice-president Athens Railway & Electric Co.; president and treasurer of the Southern Mutual Insurance Co., and a trustee of the Lucy Cobb Institute, one of the most unique female colleges in the country. Mr. Phinizy has been active in all civic and commercial enterprises contributing much towards the upbuilding of Athens and surrounding sections. It was through his efforts and untiring energy that the new court house was built. He secured an option on the property and worked unceasingly for the promotion of the bond election which resulted in the issuance of bonds which which gave to Clarke County one of the handsomest temples of justice in the state. Mr. Phinizy in 1908-09, when Athens was suffering for want of first-class hotel accommodations, with the help of several of his financial friends built the Georgian Hotel which is recognized as one of the best hotels in Georgia. This did more to help build Athens than any other movement ever started for Athens. He comes from one of the oldest families in the state and one of the wealthiest, dating back to early history of Georgia, the family have bean prominent in the financial affairs of the state through several generations.
