EMORY SPEER

Emory Speer, of Athens, who represents the Ninth
Congressional District of Georgia in the Congress of the
United States, was born at Culloden, Monroe County, in
that State, September 03, 1848.  He received a classical
education, graduating at the University of Georgia in
August, 1869.  He read law at the Law-school of the same
University and under the instructin of the Hon. B. H.
Hill.  He entered the Confederate army when sixteen years
of age, as a volunteer in the Fifth Kentucky regiment,
Lewis' Brigade, and remained with that command until the
surrender of the Confederate forces.  He began the
practice of law at Athens in the winter of 1869.  In 1873
he was appointed Solicitor-General for the eleven
counties embraced in the Western Judicial Circuit, and
having held this office for a period of three years
resigned it.  In March, 1877, he was a candidate for
Congress, but was defeated in the election to fill the
vacancy occasioned by the election of the Honorable B. H.
Hill to the United States Senate.  He was elected to the
Forty-sixth Congress, and was re-elected to the Forty-
seventh Congress, as an "Independent Democrat," by a vote
of 12,653, against 8,589 for H. P. Bell, the regular
Democratic candidate.
