A native of Clarke County, Mr. Bailey was a son of Odell Bailey and M.C. Wilson, both of Athens. He was owner of Rickey's Barber and Beauty Salon. Funeral services will be at 1 p.m. Thursday at Shiloh Baptist Church with the Rev. B.S. Jackson officiating. Burial will be in East Lawn Cemetery. The body will be placed in the church at noon. A native of Hall County, Mrs. Ballew was a daughter of the late David and Candas Matheson Moore and widow of Edd Willie Ballew. She was a homemaker and a member of Mount Zion United Methodist Church. Cartey Sr. Athens Cecil M. Cartey Sr., 81, of 606 Forest Heights Drive, died Monday, March 2, 1998. A native of Athens, Mr. Cartey was born Aug. 18, 1916, a son of the late Emmett and Ester Cox Cartey. He lived in Athens all of his life, was of the Baptist faith and retired from the post office after 33 years of service.
