Tarpkins was a son of the late Lewis and Ella Tarpkins. He was a member of Rogers Chapel Baptist Church, was superintendent of Sunday School for many years, and was the deacon in charge of devotion. He was married to his wife for 61 years and was preceded in death by five sons, J.L. Tarpkins Jr., Robert Tarpkins, Tony Nelson Tarpkins, Andrew Tarpkins, and Clarence Westbrook. He was co-founder and president of Claude Ray Ford Sales until his retirement. He was a member of Holy Trinity Lutheran Church, Elberton, where he served as a council member and Sunday School teacher. He was a Shriner and a member of the Philomathea Masonic Lodge 25 for over 50 years. He was a member of the Rotary Club, Elks Lodge, VFW, and various other civic and fraternal organizations. He was a veteran of WWII and retired from the Georgia National Guard as a lieutenant colonel after 36 years of service.
