Mrs. Carey was a daughter of the late J.C. and Wilma Ruth Yearwood Rousey, and was preceded in death by a son, Stephen Carey. She was a seamstress and a member of Mill Shoal Baptist Church. Services will be at 11 a.m. Tuesday at Mill Shoal Baptist Church with the Revs. Doug Burns and Bill Clark officiating. The body will be placed in the church at 10:30 a.m. Burial will be in Hillcrest Cemetery, Bowman. Survivors include her stepmother, Clara Hart Rousey, Royston; a stepdaughter, Gladelle Magar, North Pole, Alaska; a sister, Sandra Worley, Royston; a half-brother, Billy Rousey, Royston; and three stepbrothers, Claudie Pulliam and Wayne Pulliam, both of Bowman, and Jerry Pulliam, Royston. A native of Franklin County, Mr. Hayes was a son of the late Columbus and Carrie Whiten Hayes, was the widower of Nellie Ivester Hayes and was preceded in death by a daughter, Jeanette Youngblood, and a son, Marvin Hayes. A long-time resident of Toccoa, he was retired from Trogdon Furniture Company and was a member of Sunnyside Baptist Church. Services will be at 2 p.m. today at Acree-Davis Funeral Home with the Revs. Danny Cannon and Mike Wilbanks officiating. Burial will be in Prospect United Methodist Church cemetery. Survivors include two daughters, Mary Nell Kirk, Toccoa, and Evelyn Pierce, Walhalla, S.C.; a son, Ricky Hayes, Tiger; 12 grandchildren; and 13 great-grandchildren. Mr. Smith was a son of Mary Baucum Smith and the late Charles Henry Smith. He was a member of the Salvation Army and Love of God Mission. OBITUARIES Story last updated at 10:38 p.m. on Sunday, August 6, 2000 Delbert Franklin Pankey Athens, Ga. Delbert Franklin Pankey passed away at St. Mary's Hospital on August 4, 2000, after several months of illness. He was born on February 14, 1918, in Salem, MO. to George F. Pankey and Mamie Anne Schaeffer. He served in World War II and the Korean War before retiring from the army as a Major. He then began his career with the Department of Transportation as a civil engineer. During his tenure at the DOT, Mr. Pankey was instrumental in the design and construction of numerous highways and the interstate system throughout the state of Georgia. After thirty years with the DOT, he retired and began working for the Clarke County Circuit Court. He retired from there in 1998. Mr. Pankey was a member of St. Joseph's Catholic Church, the Knights of Columbus (4th Degree), Elks Lodge, VFW, the Republican Party and St. Mary's Hospital Auxiliary. He is survived by his wife of fifty-three years, Helen Bachnik Pankey; daughters and sons-in-law, Patricia and Ron Rigby of Conyers, Ga., and Mary and Tom Duffy of Fernandina Beach, Fla.; a sister, Thelma Johnson of St. Louis, MO.; and a niece and nephew. His funeral mass will be held at St. Joseph's Catholic Church on Tuesday at 11 o'clock. The family will receive visitors at Bernstein Funeral Home on Monday evening from 7 until 9 o'clock. Burial will be in Evergreen Memorial Park. In lieu of flowers, the family requests memorials be made to the St. Joseph's Catholic Church Building Fund. Fred Newman Toccoa Mr. James Frederick Newman, age 85, of Toccoa, passed away Sunday, Aug. 6, 2000, at Stephens County Hospital. A son of the late Robert Fleming, a civil engineer with the Atlantic Seaboard Railway, and Archie Jane Formyduvall Newman, he was born March 27, 1915, in Waycross, Ga. He was reared in Alabama and lived most of his life in Stephens County, Ga. Fred graduated from Lafayette, Ala., High School where he was a member of the varsity football, basketball and track teams, and winner of the Master 4-H award in livestock judging. He worked his way through Auburn University. His first two years were in pre-veterinary medicine, but being offered a work scholarship at the Agriculture College, he changed his major to agricultural science. During all of his college years he did cow testing for the state of Alabama, was field representative for the Alabama State Milk Control Board and a college instructor in livestock marketing and meat curing and processing for the graduating home economics students. He graduated from Auburn with a bachelor's degree in Animal Science and a minor in horticulture. He was also president of the Epsilon Sigma Phi Honor Society. Some of his activities and recognitions include the following: organized the first ''Two-Bale Cotton Club'' in the state of Georgia, led the state in the 100-bushel Corn Club production, was state winner in ''Search for Excellence'' Community and Rural Development Program, received state of Georgia citation for 4-H leadership, received top award in ''Keep Georgia Green'' program for planting trees and preventing forest fires, was sweepstakes winner in Community Development, sponsored by the Atlanta Chamber of Commerce and Farmer's Club, received the National Association of County Agricultural Agents' Distinguished Service Award, and was a first place winner of the first Dow Chemical Company Tour. Fred was also a Master 4-H'er, Boy Scout Leader, member of the Order of the Arrow of the Boy Scouts of America, charter member of Stephens County Historical Society, member of Middle Georgia Chapter of the Sons of the American Revolution, and a member of the Stephens County Planning Committee when Toccoa was named an ''All American City.'' He was a member of the First Presbyterian Church of Toccoa, a Ruling Elder of the church, member and teacher of the Men's Sunday School Class and former teacher for the Boys Sunday School Class. Fred was the Stephens County Extension Agent for 26 years. He was preceded in death by a son, James Fredrick Newman Jr., an infant sister and a brother, Robert Newman. Survivors are his wife, Lora McPhaul Newman of the home; two daughters and sons-in-law, Dr. Georgia Ann Newman-Powell and Dr. Jim Powell of Winter Haven, Fla., and Peggy Newman Snyder and Darrell Snyder Sr. of Toccoa; three grandchildren, Darrell Allan Snyder Jr., Fredrick Russell Snyder and Nancy Minette Kaselak; four stepgrandchildren; and seven great-grandchildren. Memorial services will be held Tuesday afternoon at 5 o'clock at the First Presbyterian Church with the Rev. Dr. Richard Hawks officiating. The family respectfully requests that flowers be omitted and memorials may be made to the First Presbyterian Church Organ Fund, P.O. Box 367, Toccoa, Ga. 30577. The family will be at the home of Mr. and Mrs. Darrell Snyder, 820 Rosedale, and will receive friends at the Acree-Davis Funeral Home from 6 to 8 p.m. Monday.
