A native of Franklin County, Mr. Winters was a son of the late Robert and Mattie Vandiver Winters. He was a graduate of Fort Valley State College and the University of Georgia. He was a World War II army veteran and was retired from Arrendale Correction Center. He was a member of Friendship Baptist Church. Services will be at 1 p.m. Monday at Friendship Baptist Church with the Revs. Franklin Winters and Floyd Means officiating. The body will be placed in the church at noon. Burial will be in Toccoa City Cemetery. Hally Athens Longtime Athens resident Katharine R. Hally passed away Friday, December 15 at her home. A native of Boston, Massachusetts, she was the daughter of the late Rosemary H. and James J. Kelley. Mrs. Hally was the widow of Roland B. Hally, Vice President of General Time and General Manager of Westclox. Prior to her marriage in 1939, she worked with the Harvard Medical School Hospital in Cambridge, Massachusetts. Mrs. Hally was an active member of St. Joseph's Catholic Church, Athens Garden Club and the American Cancer Society. As a former resident of LaSalle, Illinois, Mrs. Hally dedicated much of her time working with children stricken with cerebral palsy. She was well known for her work as a volunteer at Lighted Way Developmental Center and the Illinois Valley Garden Center. Mrs. Hally is survived by four daughters and sons-in-law, Linda and Jim Brooks, Smyrna, Georgia, Diane and John O'Kelley, Gainesville, Georgia, Sharon and Bob Hall, Wilton, Connecticut, and Elizabeth and Gilbert Milner, Athens, Georgia; and one son and daughter-in-law, Richard and Kim Hally of LaSalle, Illinois; eight grandchildren; and two great-grandchildren. Funeral services will be Monday December 18 at 11 a.m. at St. Joseph's Catholic Church with interment in Oconee Hill Cemetery. Her grandsons will serve as pallbearers. OBITUARIES Story last updated at 9:14 p.m. on Saturday, December 16, 2000 Betty R. Hayes, 98 Toccoa Businesswoman and Community Activist She was the oldest and last survivor of a family of seven children. Born November 17th, 1902 in Fitzgerald, Georgia, she later moved to McRae, Georgia where her father had become superintendent of the county school system. Ms. Hayes was a graduate of McRae High School, and attended South Georgia State College for Women where she majored in dramatics. Ms. Hayes then moved to New York City where she was trained and employed by a theatrical agency that sent her to coach plays and other productions for civic groups throughout the Southeast. Her job was to locate and utilize local talent. She had to have them ready to perform within a matter of only a few weeks. In one such assignment she was met in Toccoa at the train by Fred L. Hayes, who at the time was President of Toccoa's Kiwanis Club. She coached a production for this civic club and later would marry Mr. Hayes and spend the rest of her life in Toccoa, a town she had grown to love. Ms. Hayes became an active partner in the Fred L. Hayes Department Store and was involved in most aspects of the community's affairs. She was recognized by the Democratic Party and on October 2, 1940 at the Democratic Convention in Macon, Georgia, she was selected as Georgia's Democratic Committeewoman. Later that same year she was appointed one of the Presidential Electors representing Georgia and in January of 1941 was sent to Washington D.C. to attend the third inauguration of President Franklin D. Roosevelt. Among her community activities Ms. Hayes was a member of the First Baptist Church of Toccoa and for many years was superintendent of the young adults Sunday School. She also belonged to the Toccoa Women's Club, Ithanna Club, Literary Club, and she was on the committee to convert downtown Toccoa to a mall-type renovation which would preserve the character and charm of the original buildings. Of all her community activities her fondest memories were of being the Den mother of the Toccoa Cub Scouts. In a time when it was rare for a woman to be in business, she was respected and made many friends in New York's garment district. She with her husband created a high quality store for Northeast Georgia that became a local institution. Ella Cooper Garner, a columnist for the Toccoa Record Newspaper once wrote in her column that ''going into Hayes' Department Store was more like going into someone's home rather than a business.'' During World War II, Toccoa had several vital military operations. The most infamous of which was the Camp Toccoa training facility for the 506th paratrooper division of the U.S. Army which was preparing these troops to be dropped behind enemy lines. Ms. Hayes was aware that many of the officers would be allowed to bring their wives to Toccoa if sufficient housing could be found. One such officer's wife appeared at Ms. Hayes' home requesting to rent a room. Ms. Hayes immediately opened her home to this young couple. A friendship developed that has lasted a lifetime, with correspondence continuing even in recent weeks from this officer and his wife. Not knowing of the future success of this young man, she was surprised when he, then a top executive of an automobile company in Detroit, together with his wife stepped from his private jet to visit Ms. Hayes on the occasion of her son's wedding in 1964. Ms. Hayes is survived by one son, Fred L. Hayes Jr. of Atlanta, Georgia, and two grandchildren, Mark Crawford Hayes of Atlanta, Georgia, and Kathryn Hayes Calhoun of Columbus, Georgia, and by two great-grandchildren, Miriam Ellen Hayes and Mark Crawford Hayes Jr. both of Atlanta, Georgia. Funeral services will be held Sunday afternoon, 2:30 O'clock, at the Hillcrest Chapel of the Acree-Davis Funeral Home with the Reverends Byron Kennedy, Art Conway and Stephen Gower officiating. The family will be at their respective homes and will receive friends at the funeral home from 7 to 9 p.m. on Saturday. She was a longtime employee of Heery's Clothes Closet where she was affectionately known as Mrs. B. Her life centered around her family and work and she was a member of the Baptist faith.
