A veteran of the U.S. Army, he served in World War II, Korea, Thailand and Vietnam with the Special Forces Corp. of Engineers. He served as City Manager in Athens under Julius Bishop from 1972-1975. ''Spud'' Welborn dies at age 87. Spud Welborn died on July 20, 2000 at Morningside Assisted Living facility where he had resided for two years. Born on November 15, 1912 in Jackson County, he lived in various communities in Northeast Georgia. He was the son of the late Horace L. Welborn and Delia King Welborn. Spud was preceded in death in 1999 by Sara, his wife of 57 years. Survivors include son and daughter-in-law Mike and Anita Welborn of Covington, GA; one brother, Branson Welborn, Clarkesville; and two sisters Marian Anderson, Blue Ridge, GA and Ann McKinney, Jefferson, GA, as well as several nieces and nephews. Prior to Spud's retirement in 1973, he was employed by the Cooperative Extension Service in Union County, GA and then Jackson County. From 1952 until 1973, Jackson County, under his leadership, had many outstanding 4-H state and national winners. In his career, he touched hundreds of young lives that went on to be extremely successful citizens as adults. He received many honors as a county agent, including serving as President of the Georgia Association of County Agricultural Agents (GACAA), the professional improvement association for county agricultural agents in Georgia. In addition, Spud was a charter member of the Blairsville, GA Kiwanis and an active member of the Jefferson Lions Club. He and his wife were both very active members of the Jefferson First Baptist Church, teaching various Sunday School classes as well as serving on numerous committees. After his retirement, he stayed active by working as a bank appraiser and chairman of the board of the Commerce Savings and Loan. In the early '80s, Spud was recruited by the late Colonel Tuttle Smith to volunteer many hours for several years to the development of Jackson County's Hurricane Shoals Park. He, along with many other volunteers, were instrumental in building the grist mill and the amphitheater at the park. After the park opened, he spent many hours grinding corn meal in the grist mill. Spud always said he was a man of many functions and served the public throughout his life. He enjoyed the people he was with and life itself to the end. Joseph Ewing Miller Athens Lt. Col. Joseph Ewing Miller, Jr., age 80 died July 19, 2000. A native of Montgomery, Alabama, Mr. Miller was the son of the late Joseph Ewing and Harriett Sinclair Miller, and attended public schools in Montgomery and the University of Alabama. He had a military career serving in three wars WWII, Korea, and Vietnam. Mr. Miller retired from the U.S. Air Force in 1971. He was preceded in death by a daughter, Sinclair Wood Miller Williams. Survivors include: his widow Margaret Wood Miller of Athens, GA; a son, Joseph Ewing Miller III of Winterville, GA; a granddaughter, Margaret Innis Williams of Wilton, Connecticut; a sister, Mary Ewing Miller of Montgomery, Alabama; a niece, Mary Ann McPherson Oliver of California; two nephews, James Curtis McPherson, Jr. of Mississippi and Joseph Miller McPherson of Arizona. OBITUARIES Story last updated at 11:12 p.m. on Thursday, July 20, 2000 Dorothy Virginia Spence West Point For Dorothy Virginia Spence, 99, life's journey ended Wednesday, July 12, 2000, at her residence on 105 Old Wells Road, West Point, Georgia, where she had lived for 17 years with her niece and nephew, Ruth Spence Wingate and Donald J. Downs. Initially educated as a school teacher at Shorter College and Peabody College, now part of Vanderbilt University, Miss Spence's brief school teaching experience in rural schools in Georgia, South Carolina, and Oklahoma convinced her that her talents lay in the direction of professional library work. She graduated from the Library School of the University of Illinois in 1931 and enjoyed a lengthy career as a librarian. As State Superior of WPA Library Service Miss Spence initiated and promoted the establishment of the first regional library in Georgia, Athens Regional Library. From that beginning grew the pattern of public library service organizations throughout the state resulting in the establishment of twenty-eight regional or multi-county libraries. Miss Spence was director of Southwest Georgia Regional Library, Bainbridge, GA 1950-71; Assistant State Supervisor of Public Libraries, Albany, GA 1944-50; State and District Supervisor, WPA Library Program, Atlanta, GA 1936-43. Always an avid reader, Miss Spence especially enjoyed discussing books, visiting and corresponding with many friends and family members, listening to classical music, playing bridge, walking, participating in the discussion of current and political events, and traveling extensively all over the world. ''We were a political family,'' Miss Spence often said. Her father was elected a circuit Judge in Southwest Georgia before serving as a U.S. Attorney for the Territory of Alaska. Miss Spence was born December 20, 1900 and spent her early years in Camilla, GA in the historic Gardner Home built by her father Judge Spence. Her family returned from Alaska and resided at 425 Society Avenue, Albany, GA, which served as a permanent address for Miss Spence as she traveled the state and while she worked in Bainbridge. Miss Spence was a member of First Baptist Church of West Point and was active throughout much of her life in church and civic affairs. She described herself proudly as a ''crusading liberal,'' especially for civil rights, children's and women's causes, and the environment. Two nieces and three nephews survive Miss Spence including: Mrs. Ruth Spence Wingate (Mrs. Donald J.) Down of West Point, GA; Mrs. Luanne Spence (Mrs. Benjamin G.) Taylor of San Antonio, TX; Mr. William R. Wingate of Camilla, GA; Mr. William Spence and Mr. Craig H. Spence, both of San Antonio, TX. Her eighteen great nieces and nephews include Dr. Joseph R. Downs, III and Dr. Margaret Downs Schaufler of West Point, GA; Judge Doris L. Downs of Atlanta, GA; and Mr. J. Wingate Downs of Arnoldsville, GA. Daughter of the late Judge William Napoleon Spence and Annie Rogers Curry Spence of Albany, GA, three sisters and three brothers preceded Miss Spence in death, including: Misses Susie and Emily Toy Spence of Albany, GA; Mrs. Ruth Spence (Mrs. H.L.) Wingate of Pelham, GA; Mr. Henry Turner Spence of Albany, GA; Brig. Gen. William Spence of San Antonio, TX; and Mr. Sam Bennett Spence of Wichita Falls, TX. Two nephews, Lt. James Cochran Wingate of Pelham, GA and Mr. Harry Lynnwood Wingate, Jr. of Albany, GA, also predeceased Miss Spence. A memorial service was held on Saturday, July 15 at the First Baptist Church of West Point featuring music, poetry, scripture, and celebrating memories of her long and exemplary life. The family respectfully declines the gift of flowers, requesting that friends consider a memorial gift to the local public library.
