He was preceded in death by a daughter, Linda Grace Smith. He served two terms as a Cornelia city commissioner and was a member of Level Grove Baptist Church. He was retired as captain of the Cornelia Police Department after 20 years and retired from Habersham County Sheriff's Department after 23 years. Services will be at 3 p.m. today at Level Grove Baptist Church with the Revs. Terry Rice and Austin Kelley officiating. A native of Carnesville, Mr. Owens was a son of the late Adgar and Ana Owens. He was a radio announcer at KMBC, Kansas City, and later joined the Federal Aviation Administration as an electrical engineer. He received the U.S. Department of Transportation certificate of service upon his retirement in 1980 for 24 years of service. He served as a rifleman sharpshooter in the 511th Parachute Infantry and 526th Armoured Infantry Battalion earning the rank of Sergeant during World War II. He received the WWII Victory Medal and the American Campaign Medal for service in the Asiatic Pacific Theatre. He was a member of the occupational forces in Japan. Services will be at 10 a.m. today in Floral Hills Cemetery, Kansas City, Mo. Survivors include his wife, Eva N. Owens; two daughters, Linda K. Allen, Peculiar, Mo., and Anita L. Owens, Lancaster, Calif.; a son, Michael D. OBITUARIES Story last updated at 7:27 p.m. on Tuesday, March 6, 2001 'Jack' Ellard Cornelia Glenn Wilson ''Jack'' Ellard, 88, died Tuesday, March 6, 2001. A lifelong resident of Habersham County, Mr. Ellard was a son of the late W.B. and Ida Melissa Franklin Ellard. He was a 1929 graduate of Cornelia High School, attended Piedmont College from 1931-1933 and received his law degree from the University of Georgia in 1935. He was a U.S. Army veteran of World War II and served as Provost Marshall in post-war Germany. He and John E. Frankum formed the law firm of Frankum and Ellard in 1946, which exists today as the law firm of Adams, Ellard & Frankum, P.C. He served as Solicitor for the Court of Habersham County from 1950-1957 and as State Senator for the 31st District from 1957-1958. He was a delegate to the Democratic National Convention in 1960 and 1964. He was appointed Clark of the Georgia House of Representatives in 1959 and served for 33 years, retiring in 1991. He was a member and deacon of Cornelia First Baptist Church and was a member of Kiwanis, Phi Delta Phi, Phi Kappa Phi and the Gridiron Society. He was a Mason and a Shriner. Services will be at 11 a.m. Thursday at Cornelia First Baptist Church with Dr. T. Logan and the Rev. Richard Scoggins officiating. Burial will be in Level Grove Cemetery. During WWII she worked in the War Department in Philadelphia, Washington DC, and Detroit. She was both an avid doll collector and artist and was the owner of Dolls Dolls Dolls. Other favorite activities included working with the youth at Central Presbyterian Church, the Kingswood Garden Club and volunteering at Lanier Gardens.
