A lifelong resident of Stephens County, Mr. Scoggins was a son of the late Thomas and Eliza Rumsey Scoggins. He was a U.S. Army veteran of World War II and was formerly with the Toccoa Police Department. He retired as chief deputy of Stephens County Sheriff's Department after 28 years. He was of the Baptist faith and was a member of Grove Masonic Lodge. Services will be at 4 p.m. today at New Hope Baptist Church with the Revs. Truitt Brawner, Steve McIntyre and David Sosebee officiating. Burial will be in the church cemetery. He was a member of American Planning Association, Georgia Planning Association, The Georgia Conservancy and Congress of the New Urbanism. He was a member of Rotary Clubs in Sumter and in Athens, where he was a Paul Harris Fellow. He was a member, deacon, elder and past treasurer of Sumter First Presbyterian Church. He was a founding member and past president of The Carolinian Ball. He was a member of Sons of the American Revolution and of Society of Colonial Wars. He was a member of Greater Sumter Chamber of Commerce, where he received the 1991 Distinguished Service Award. He received the 1991 Governor's Commendation for South Carolina. He received a B.S. in political science from Georgia Southern University and a M.A.P.A. with emphasis in urban planning from Kent State University, Kent, Ohio. He was retired from the law firm of Kennedy, Covington Lobdell & Hickman, and was former senior partner in the firm of Roddey, Carpenter & White. He was a graduate of the University of South Carolina School of Law, and was admitted to practice in 1952. He was admitted to practice, as well, in the United States Supreme Court, United States District Court, United States Court of Military Review, United States Court of Military Appeals and United States Fourth Circuit Court of Appeals. He was a member of the South Carolina Bar Association where he formerly served as President. He maintained ongoing memberships in the York County Bar Association, the South Carolina Defense Trial Attorneys' Association (where he served as former President), the Association of Defense Trial Attorneys, the American Bar Association, the South Carolina Law School Association (Former Vice Chairman and Chairman), Advocate of the American Board of Trial Advocates (Former President of S.C. chapter) and Fellow, American College of Trial Lawyers (S.C. state comm.). He was the designer of the seal and logo currently in use by the South Carolina Bar as well as the designer of the seal currently in use by the South Carolina Defense Trial Attorneys Association. Mr. Carpenter was an acting member of the Rock Hill Country Airport Commission, and past President of both the Rock Hill Chamber of Commerce and the Rock Hill Jaycees. He served as Chairman for both the Citizens Advisory Committee for the City of Rock Hill and the Catawba Health Planning Advisory Committee. He served on numerous other Boards throughout the York County area. He is survived by his wife, Carolyn Busbee Carpenter; four children: Lyn Carpenter Garris of Spartanburg, Laurie Carpenter of Rock Hill, Reid Carpenter of Rock Hill, and Liza Carpenter Fennelly of Athens, Georgia, and seven grandchildren. ''Lucy'' Moore, a native of Madison County, GA, and formerly of Athens, died February 18, 2001. She was the daughter of the late Mr. Luther and Nellie Gunnells Seagraves. Mrs. Moore was preceded in death by her late husband: Mr. Cecil W. Moore; two sons: Donald and Hubert Moore; and one grandson: Jamie Clark. She had retired from Chicopee Mfg. after forty-three years of service and was of the Baptist faith. Survivors include three daughters: Mrs. Reese ''Jane'' Higgins of Royston, GA, Connie Autry of Athens, GA, and Faye Witcher of Hartwell, GA; two sons: James R. Moore of Crawford, GA and Joseph Moore of Fort Walton Beach, FL; two sisters: Grace Irvine of Santa Monica, CA and Elizabeth Grant of Gainesville, GA; fourteen grandchildren; sixteen great grandchildren; two great great grandchildren; and a number of nieces and nephews.
