Arthur Butler, and was a member of Union Christian Church, Oconee Pilot Club, the Flat Rock Club, the Watkinsville Garden Club and the Oconee Friendship Club. Joseph Edward ''Joe'' Foster, age 83, of 127 Foster Road, Lavonia, died Sunday, May 20, 2001 at his home. Born September 1, 1917 in Franklin County, Georgia he was a son of the late Pierce and Elizabeth Watkins Foster. Mr. Foster served as Chief Deputy Sheriff in Franklin County from 1961 to 1964 and from 1976 to 1979. He was Chief of Police in the City of Lavonia from 1964 to 1975 and served as Sheriff of Franklin County from 1981 until his retirement in 1992. In addition to his various capacities in law enforcement, Mr. Foster was also an avid farmer. He was a member of the Pleasant Grove Baptist Church in Lavonia, the Georgia Sheriff's Association and the Peace Officer's Association of Georgia. In addition to his parents, Mr. Foster was preceded in death by his wife, Mrs. Virginia Poole Foster and by seven brothers: Mitt Foster, Fred Foster, Collie Foster, Dewey Foster, Eugene Foster and Willie Foster. A sister, Minnie Foster Pruitt along with a son-in-law, Wayne Addison, also preceded him in death. Survivors include one daughter, Martha Foster Addison, Lavonia; two sons, Jimmy Pierce Foster and Randall Keith Foster, both of Lavonia; two daughters-in-law: Tammy Andrews Foster and Brenda Hart Foster, also of Lavonia; one brother, Winfred Foster, Lavonia, also survives. Surviving grandchildren include: Libby Loftis and husband Andy Loftis of Athens; Wesley Foster, Atlanta; Vance Foster, Ginger Addison, Kyle Foster, Will Foster and John Foster, all of Lavonia. A native of Mount Villa, Ga., Mr. Jerkins was the son of the late Fordie Lee and Blanche Fincher Jerkins. He was preceded in death by his wife, Jane Cheek Jerkins and sister, Mary Roberta Rogers. He was a former partner of Jerkins-Lane and Company C.P.A. He attended West Georgia College and received a degree in accounting from the University of Georgia where he was a member of the Pi Kappa Alpha fraternity. He was a member of the Athens Country Club, the Athens City Club, Gridiron Secret Society, Georgia Society of Certified Public Accountants, American Institute of Certified Public Accountants, Society of Former FBI Agents. He served as a special agent with the FBI before attending the University of Georgia and was a veteran of the US Marine Corps. Survivors include three sons, R. Keith Jerkins and Jeffrey H. Jerkins, both of Athens, and Gregory L. Jerkins, Bishop, Calif.; one sister, Ellen Jennette Finley, Savannah; three grandchildren, Stuart, Rachel and Jake Jerkins.
