The photograph was found in the possession of Carrie Louise Lovett [married surname
Nesbit] who was born 
in Worth County, GA (1905) and lived in Cook County, GA in the early 1920's.  The
handwritten note 
(transcribed below with spelling errors) on the reverse of the photograph states:

An asphault truck putting out asphault between Adel and Sparks.  Driver Mr. Lowery
Bob Marshall on back of truck
Jan 1921

Additional Comments:
Given the location the photograph likely shows the paving of what is today US
highway 41.
