Persons excluded in this lottery were fortunate drawers in previous land lotteries. Eligible persons included bachelors (over 21), married men with a wife and/or minor children, widows, spinsters (over 21), minor orphans, families of minor orphans. All had to be a 3-year resident of Georgia.
