Ham Gentlemen, You have been appointed s committee of vigilance for your District by a meeting of the citizens of this County; to inquire into any insurrectionary movement that may be going on among the Negroes in your District. The following regulations have been adopted for the government of committees. 1st Resolved, That the vigilance committee have full powers and discretionary right to examine into all the conduct of either Negroes or white men of an incendiary character in all their bearing and ramifications. The Negroes that they may find guilty to inflict such corporal punishment as they may deem necessary. If a white man punish him at discretion, but not allow him to flee the county as atonement for his sin. 2nd, That in case any owner of Negro or Negroes should refuse to give them up to the committee for examination (or punishment if found guilty) that the committee take such negro by force if necessary and bring the conduct of such owner publicly before the county. 3rd, This meeting also adopts as a Law of its organization an article found in the Oct number of the Southern Cultivator, on the management of Negroes, to be of force till the fourth of March next. The purpose of which is that all owners of Negroes are to keep them at home, nor is any 'pass' to screen them from the lash if found away from their premises, except they are known to be on business of their owner, overseer, or employer. 4th, That each committee in the several Districts have power to fill any vacancies that may occur in their committee either by refusal to act or otherwise. 5th, That no action of this meeting is to have any affect upon the present Laws, but that use reassured the enforcement of the same. 6th, That the Secretary of these meeting furnish each of the committees of the several Districts with copies of said resolutions.
