Rev. Bobby Harrell officiating. A native of Sumter Co, GA, Mrs. Culpepper had resided in Lee County for 51 years prior to moving to Albany in July of 2001. She is survived by her son, Colonel William L. deVane, U.S. Army (retired) of Albany; a daughter, Phyllis deVane Smith of Macon; and a stepdaughter, Eunice Culpepper Vining of Jonesboro. She is further survived by four grandchildren, Mark Davis deVane of Chicago, Il, Kathryn deVane Thomas of Killen, Tx; Todd E. Hutchens of Lakeland, Fl,; Holly Lynn Hall of Macon and 11 great-grandchildren. her parents were the late Oscar Boyd Jones and Irene sessions Jones of Americus. Five sisters preceded Frances in death. Louise Jones, Gladys Culpepper, Thelma Brannon, Ruth Barlow and Ida Chapman. She was also preceded in death by a granddaughter Kimberly Elizabeth deVane. Frances with her late husband, William Keith Culpepper, were instrumental in planning and conducting Lee Counties Centennial celebration in 1974. She was primarily a homemaker and a member of the First United Methodist Church of Leesburg, Ga. Matthews Funeral Home is in charge of arrangements.
