Chapman; Back row: Melvin Duckett The Black Hats were formed by Sheriff Lawson when the officials at Chicopee requested that the sheriff have some deputized men ready in case of any disturbance from the union dispute (which never did cause any problems). The second time the sheriff used the Black Hats was when President Roosevelt came to Gainesville to dedicate the new court house after the tornado. Most of this information was gathered from mr.
