The orginal area of Carroll county consisted of all the land in Georgia west of the Chattahoochee River from West Point north to the southern boundary of the Cherokee Nation. Fully two- thirds of Heard County came from the middle portion of this area. When Heard County was organized/formed in 1830 only two election precincts were designated, one on each side of the Chattahoochee River. A third precinct was set up in 1832 being located on the east side of the river and designated the house of Christopher Brown in the third land district as the voting place.
