  NOTES:  These districts were so intermingled it was impossible to 
separate them into 3 coherent, separate districts by page or sheet 
number -- there'd be 2 pages from one district, 10 pages from a second 
district, 5 from the first district, a few from a third district, then 
back to the second district and so on, with no rhyme or reason. So I 
combined them and ordered the pages by dwelling and family number.
