Madison County will be represented by James Power, Negro borrower of the Farm Security Administration, as the first annual paid-out meeting for new Negro farm owners to be held in Fort Valley, on February 21st, Rex. B. Ivia, County Supervisor announced yesterday. The meeting will be held at the Fort Valley Normal and Industrial School. Approximately 22 paid-out borrowers are expected to attend. A meeting for white paid-out borrowers was held in Atlanta during January. All of the paid-out borrowers purchased their farms under terms of the Bankhead-Jones Farm Tenant Act, through which loans are made by the FSA for the outright purchase of farms and improvements. The borrowers have a maximum of 40 years for repayment of the loans at three per cent interest, but FSA encourages borrowers to make advance payments and to pay out at the earliest possible date. Following is a thumb nail sketch of the borrower who will attend from Madison County: James Powers -- Sharecropped 10 years, standing rent 5 years, moved 3 times, enrolled in Rehabilitation program in 1939. Purchased farm in 1939, net worth then $743.00, final payment 11-1-45, net worth now $6,675.00. Wife head of missionary work in Carlton negro church. Canned 648 quarts this year. Canned 50 quarts year before first loan. Made 100 bushels sweet potatoes and sold 500 fryers this year, cured 900 lbs. meat. Has 3 good milk cows. Has year around garden, carried out soil building program. Estimated monthly expenditures in normal channels of trade before enrollment in FSA, $15, present monthly buying power, $55. Rex B.
