A native of Clarke County, Mrs. Skinner was a daughter of the late James William Scott and Normaree King Scott and was the widow of Talmadge Medlin Skinner. She was a homemaker and was a member of Vesta Baptist Church. Services will be at 2 p.m. Thursday at Old Danielsville Cemetery with the Rev. Albert Vaughn officiating. Survivors include a daughter, Katherine Luann Carter, Elberton; and three grandchildren. Lord and Stephens Funeral Home, Madison Chapel, Danielsville, has charge of arrangements.
