Albany, Georgia. Businessman, veteran CAMILLA - Joe Maurice Palmer, 76, of Camilla died Monday at Mitchell County Hospital in Camilla. The funeral will be at 2 p.m. Thursday at Camilla United Methodist Church with burial in Oakview Cemetery. The Rev. Ted Bass will officiate. A native of Mitchell County, Mr. Palmer was a retired Army colonel. He was a graduate of Georgia Institute of Technology. He was retired from the Army, after 27 years of service, serving in World War II, Korea and Vietnam. He served as the city manager of Camilla for 10 years. He was the co-owner of Stevenson and Palmer Engineering of Albany until he retired. He was a member of Camilla United Methodist Church and the Rotary Club of Camilla, where he was a past president. He served as president of the National Rural Water Association for two years. He earned a master's degree from the University of Illinois and taught at the Citadel for several years. Survivors include a daughter, Patricia P. Saponaro of Chapel Hill, N.C.; two sons, Joe M. Palmer Jr. of Chapel Hill and William H. Palmer of Roswell; three sisters, Lucile Bostick of Camilla, Ellen Taylor of Albany and Wyolene Bivins of Moultrie; two brothers, Hartley Palmer and Dan Palmer Jr., both of Camilla; and six grandchildren and a great-grandchild. Visitation will be 6 p.m.-8 p.m. today at Parker- Bramlett Funeral Home.
