General Wayne Sir: We the undersigned are commissioned by General Johnston, Commanding the Army of the Potomac, to recruit for Co. A, 14th Regiment Ga. Vol. now in service in his division. The construction placed here (by many) on your order is that all men not in the Confederate or State Service at the date of your order (the 13th Inst.) are liable to a draft and if absent from Parade on the 4th March their names shall be placed down as already drafted. The commission we act under gives to every man from the moment he enlists under us twenty-five cents for each ration, and when mustered in fifty dollars bounty and twenty five dollars commutation for clothing. Did you mean that these men whom we May enlist prior to the 4th day of March shall also stand a draft if the requisite number of volunteers are not made up from the county?
