On Public Buildings, we beg leave to report that on examination of the Jail, we find it in secure condition, except a lock needed for one of the outer doors, which we advise should be furnished as early as practicable. The Court House we find in good condition, with the exception of some inner work, which we learn from the Ordinary, J. W. B. Summers, has been under consideration, and will be attended to at an early date. We also find that for the further protection of the building, the Ordinary has had Lightning Rods placed on the roof of the building, and Steps on the inside, reaching to the roof, that it may be easy of access in case of fire or other causes, all of which we deem necessary. On examining the Books, we find that the books of the County Treasurer are legibly kept, and by comparing the same with balance sheet, we find remaining on hand in Cash, Sixteen Hundred and Seventy-three dollars and thirty four cents; and Thirteen Dollars in Treasury Notes. The Ordinary's books we find well kept. The books of the Clerk of the Superior Court, we find correctly kept, and in a beautiful style. Some of the public roads we report in bad order, and recommend that the same be looked into by the proper authorities. We especially recommend the opening of the road from Cedar Shoals to the McDonough road, at the point where Mrs. Kennon? lives, for which an order has already been passed. We specially present the road leading west to Brown's Bridge, as being in very bad condition, and that there is not a sufficiency of hands to do the necessary work, and advise that more hands be placed on that part of the road. There are many of the public bridges that need repairing, as they are unsafe, and others that should be rebuilt; and we recommend that they be attended to as early as possible. We also recommend the payment of Fifty Dollars toward the building of Pine Log bridge, which is being built by the citizens. We specially recommend the rebuilding of Flat Shoals and Lee's bridges, and one half of Mann's and Butler's bridges. We recommend that the Ordinary purchase a small farm of about two hundred acres for the purpose of providing a home for the paupers of the county, and raising provisions, etc., to support said paupers, and all infirm indigent persons who may be liable to be supported and taken care of by the county; and we would suggest to the Ordinary, that he appoint five or more prominent citizens who are good judges of land and farming, to assist him in making the purchase of said farm, and if he should succeed in making a satisfactory purchase, we recommend that he assess a tax for the payment of the same, and such stock and farming tools, etc., as may be necessary to the working of the same, and that the said farm be for the use of both the white and colored paupers, and infirm of the county, and that there be on said farm, two separate and distinct Quarters, and that the white and the colored occupants of said farm shall not associate with, or work together, but shall be kept as separate and distinct as possible, and that such rules as the Ordinary and committee of five may make, shall govern said farm. In taking leave of his Honor, Judge Green, we tender him our thanks for his courtesy to us as a body. We also tender our thanks to the Solicitor General, L. B.
