He was the son of Andrew W. and Nancy Rackley. During the Civil War his father died on measles in Savannah, Georgia, and his mother died shortly after leaving only him, his brother Warren Benson, and a sister, Lucretia. The children lived with a family in Ellijay after the war and later Elias moved to the New Hope Community of Paulding County, Georgia. In 1870, while in Chattanooga, Tennessee, he met and fell in love with Margaret E. Lyons, daughter of William C. and Susannah Lyons. She was also orphaned during the late war. They made their home near New Hope until 1874 when they moved to Ooltewah, Tennessee. Elias B. Rackley was a farmer and seems to have had a very restless spirit, as he would move the family frequently in search of better farmland. In about 1886 he moved his family back south to Bartow County, Georgia. In about 1890 they moved, yet again, to Polk County, Georgia, and then in the late 1890’s to Chattooga County, Georgia. Margaret E. Lyons Rackley died there on July 27, 1919, and Elias B. Rackley died there on May 13, 1920. They are both buried at Oak Hill Cemetery, Chattooga County, Georgia.
