Ballard for 1890. Mr. Ballard is a very successful farmer and promises to put the farm on a paying basis. The terms of the contract are as follows: Ballard is to pay $220.00 as rent for the farm; he is to cultivate 10 acres of the land for the exclusive benefit of the paupers; gives a $500 bond for the faithful performance of duty, etc., and is to receive $15 per month for service as superintendent of paupers.
