Services will be held at 3:30pm today in Hawkinsville Baptist Church with burial in Orange Hill Cemetery. The Rev. Billy Winburn will officiate. Hill, 62, was a native of Dooly County and had lived in Pulaski County most of his life. He served as sheriff of Pulaski County from 1954 to 1980, succeeding his father, who had been sheriff for 17 years. In 26 years of law enforcement, Hill Said he "carried a gun less than 2 percent of the time." He once said he was proud of the fact that no one ever shot at him and he never had to shoot at anyone. He was challenged at the polls only twice in his career. He won his last term of office without opposition while hospitalized in Atlanta for open heart surgery. When he won the sheriff's job in a special election in October 1954 to succeed his ailing father, he became a one man force, working on the fee system and furnishing his own car and equipment. He was Lion of the Year for 1971-1972 and was a member of the Georgia Sheriff's Association and the Georgia Peace Officers Association. He served on the board of directors of the Georgia Sheriff's Boy's Ranch and was chairman of the retirement fund committee for the georgia Sheroff's Association for more than 15 years. Additional Comments: Joel was born 31 Jul 1919 to James Thomas Hill and Mary Delana Mixon. His wife, Helen Frances Wade Hill is also buried in Orange Hill.
