DONE YESTERDAY MORNING The Republican Bogan His Duties at the Opening Hour. MR. L.T. MOSES STEPS DOWN AND OUT His Successor Is A.W. Hawkins, of Ellaville, Schley County--Created Much Surprise. The coming of the new year brought with it one important change in the official staff at the custom house. A negro now holds the place, which up to Saturday was held by Mr. L.T. Moses, the brother of ex-Congressman Charley L. Moses. Yesterday morning when the offices of the internal revenue department were opened for the day's work, A.W. Hawkins, a negro man from Ellaville, in Schley county, walked in and took Mr. Moses' desk, and assumed the duties which had formerly been assigned to the white man. The place held by Mr. Moses was one of the most important in the government service. There is no technical name for the position, but the duties are those of an office deputy clerk. The place pays about $1500 a year. Mr. Moses resigned because he did not want to work under republican administration. When Mr. Trammell, the democratic collector, was put out of office, and Henry A. Rucker appointed in his place, ten of the deputies resigned, because they did not want to work for a negro. Mr. Moses did not then resign. He has continued to work for Collector Rucker and has been well pleased with the collector. His brother, ex-Congressman Moses, however, urged him to resign, and ever since the change in the administration Mr. Moses has been pressed by his family to leave. He finally filed his resignation and yesterday morning the change was made. Mr. Moses has gone to his home in Turin, Coweta county, where the Moses family lives. He has not yet made any plans. Hawkins the man who succeedss Mr. Moses, is a very large black man. He has a good education and is said to be well fitted for the position. He was appointed to cure the soreness existing among the south Georgia negroes. This is, perhaps, the latest change that will be made in the office force of the internal revenue department. There is one other change which may be made, but this is not certain. If the favored republican can be placed elsewhere no other office clerk will be removed. Several changes in the force of outside deputies are scheduled for the next two weeks. The list of civil service elegibles has been received some time, and five emmergency appointees have been notified that they will have to give up their jobs. Their successors will probably be named this week.
