The other buildings on Main are yet to be built. The bldgs "behind" the windmill would be the buildings on south side of Church Street...between city hall and Broad. From "The History of Scchley County" by Mrs. H.J. Williams....... "Soon after the incorporation of the county site of Schley County, it was deemed advisable by the mayor and council to have some sort of fire protection. Accordingly a huge windmill was purchased. The site for wind mill was chosen in the middle of the town square. Nearby, on a tall post, was placed a farm bell to sound the alarm of fire. Whoever reached the bell first, sounded the alarm. The water had to be carried in buckets from the reservoir beneath the windmill to the scene of the conflagration. There was no organized fire department at that time. In 1910 the city council, realizing the need of better fire protection, installed a gasoline engine with which to pump the water. A larger tank was also purchased."
