The present courthous is in the background. It was completed and occupied in the spring of 1900. In the right background is a very large water tower that is approximately where the CSA statue in the park currently stands. From the "History of Schley County" by Mrs. H.J. Williams: "Soon after the incorporation of the county site of Schley County, it was deemed advisable by the mayor and council to have some sort of fire protection. Acordingly a huge wind mill was purchased. The site for the wind mill was chosen in the middle of the town square. Nearby, on a tall post, was placed a farm bell to sound the alarm of fire. Whoever reached the bell first, sounded the alarm. The water had to be carried in buckets from the reservoir underneath the wind mill, to the scene of the conflagration. There was no organized fire department. In 1910 te city council, relaizing the need of better fire protection, installed a gasoline engine with which to pump the water. A larger tank was also purchased. The supply of water being plentiful, water mains were laid for the purpose of conveying water into the homes of the citizens of Ellaville, and as a better protection against fire. In 1916, the city of Ellaville voted a bond issue of $8000 to improve the water system. The unsightly tank and gasoline engine were moved from their former location." This would seem to indicate that the photo dates to before 1916? If anyone can help us refine the date or perhaps can confirm the occassion, we would be grateful.
