This appears to be a Ground Breaking Event in Stephens Co. Georgia in the early 
1900's. At least one of the individuals in the picture is a member of the OWEN 
family that were prominent in the early Stephens County government, perhaps 
John Willard Owen.  

Additional Comments:
Perhaps this could be the start of a category of 'Help Us Identify' pictures.
