Funeral services were held Sept. 10 at Talbotton Methodist Church with burial following at Oak Hill Cemetery. Mr. Carter was born in Talbotton, son of the late Dr. and Mrs. Grady Carter. He was retired from the Department of Transportation. At age 21, Mr. Carter was elected Mayor of Talbotton, the youngest mayor in the United States at that time. He was an expert shot when it came to quail hunting, loved baseball, and always said that he could do most anything but make a living! However, this was another one of his many jokes. After retiring, Mr. Carter and his wife, Mary Virginia, spent six months each year in Talbotton and six months in Sapphire Valley, North Carolina where they enjoyed golf, friends and fellowship. He won the annual "Gentleman of the Year" golf award at Sapphire Valley. Survivors include his wife, Mary Virginia Carter; one son and daughter-in-law Norman Carter, Jr. and Jane Carter; two grandchildren; four great grandchildren.
