It was in the papers of Athens (GA) Police Chief Charles Emory Seagraves (1877-1934), who was chief from 1932-34, donated to the Athens-Clarke County Police Department by his daughter Edna Seagraves (now deceased). A local collector has determined that this photo was not taken in Athens, Georgia, and there is no indication on the photo where it came from.
