He was born in Upson Dec 31, 1878. He was married to Miss Maude Wheless Nov 19, 1899. He joined the Baptist Church at Fellowship, Upson County in August 1901. Baptised by W.H. Brown, the pastor. Dear Otis was an humble Christian, a loving and devoted husband and a kind loving father. He loved his pastor and church. Dear Otis has gone where pain and sickness is no more. We mourn for him not, as one who loved the Lord Jesus Christ in spirit. We mourn for him not, as one who had no hope, but as one who loved the Lord Jesus Christ in spirit. Sickness nor sorrow will never more be felt in that home where Jesus has gone to prepare for his children. Trust in Jesus so when life is o'er you will meet dear Otis on the other shore. Dear parents and wife your loss is dear Otis eternal gain. His Pastor, W.H. Vogt Otis was the son of Philip Cunningham Parks (Oct 3, 1855 - June 11, 1923) and Sarah Jane Daugherty of Carroll County GA. (Married Feb 22, 1878) Phillip Cunningham Parks represented Upson County in the General Assembly for two terms. Traces family back to Rev. Soldier Richard Parks.
