Lowe, has been deemed a "living legend" and honored by having an Easter Seal Rehabilitation Center in Columbia, S. C., named for her. Mrs. Lowe and her late husband, Jack Lowe, formerly taught in the Waycross School Systme. Then, she was the former Rose Mayne and lived with her aunt, the late Mrs. D. Salisbury. Mrs. Lowe's cousins, Mr. and Mrs. Vernon Keenan of this city, attended the impressive dedication ceremony held Oct. 7 in Columbia. They enjoyed visiting Mrs. Lowe and her daughter, Miss Harriett Lowe. Another cousin of Mrs. Lowe is Samuel Walker of Waycross. Taking part during the dedication ceremony of "Rose M. Lowe Easter Seal Society for Cripple Children and Adults of South Carolina, Inc., were South Carolina dignitaries including: Norvin C. Duncan, Jr., of Greenville, S. C., state president-elect; South Carolina Governor Richard W. Riley, Robert E. McNair of Columbia, past state campaign chairman and former governor of South Carolina and John Garrison, executive director, National Easter Seal Society. IN A SPECIAL tribute to Mrs. Lowe, it was written, "Today is not retirement for Rose Lowe, but a transition from Medders Award Winner as premier executive director in the National Easter Seal Society to Rose Lowe, a dedicated volunteer in a cause she has championed for more than three decades." The article said, "In the more than three decades of service and leadership by "Rose," Easter Seals in South Carolina has attained new heights in quality and quantity of service to the handicapped and experienced unprecedented fund raising success. "The Rose M. Lowe Easter Seal Rehabilitiaton Center stands as a living memorial to one whose exceptional ability in rehabilitative services, organization, personnel and fiscal management won for South Carolina maximum accreditation, without defect to be corrected in any area, and continuously since the inception of the Committee on Accreditation of Rehabilitation Facilities, (CARF). "Though plaques, certificates and special awards adorn the walls as evidence of her most exceptional ability and dedication as a professional and her personal attributes as an individual; and, though she has been honored as guest lecturer at five South Carolina colleges and universities; and, though her wise counsel and assistance was freely given at the request of professional and civic organizations, mayors, governors, the National Easter Seal Society and United States President's Committee on the Handicapped; and, though this building will henceforth bear her name; it is in the hearts of all she has served so well for so long and all who know and admire Rose M. Lowe that make her a living legend."
