He operated an apartment house in Tampa for many years. He was born in Georgia on 3 September 1882 to Mr. Green Shirah and Mrs. Margie Depree, but spent most of his life in Florida. He was survived by his third wife, Mrs. Constance Irene Chase; and his daughter, Mrs. Evelyn Sullivan of Jesup, GA. His son, Mr. Joseph Shirah preceeded him in death. Mr. Sullivan was previously married first to Ellen Boyle and Mrs. Eddie Allegood Shirah. His siblings were Katherine Lenora, William H., Rosie B., Hattie Emma, Margie, Laura Mae, Alphoncis, and Lillar Shirah. Mr. Sullivan served in the US Army as a private of Battery F, Sixth Regiment Field Artillery for three years, from 1 August 1904 through 31 July 1907. He was honorably discharged.
