At the core of this devotion was her love and commitment to her family, which also gave her the strength, energy and determination to be an advocate, a service provider and a very caring person for all who were in need. Kay saw everyone as a valuable person and resource to others. Kay's professional vision was that supporting and improving family functioning would allow the family to grow as a unit and then allow the family to strengthen individuals within that unit who were in need. Kay's professional career started with the Iowa Department of Human Services (DHS) at the Woodward State Hospital School for the mentally challenged and developmentally challenged. When Kay came to the Quad-Cities, she remained with DHS as a Local Area Service Administrator with a focus on community-based services. At this time, the community was introduced to her exceptional organizational and planning skills and very critically, her grant writing ability. These skills provided Kay with state wide and national recognition. Next, Kay expanded her professional base to a broad range of clients, services and administrative responsibilities, with the core being Child Welfare. In this service area, she was a key community leader and developed an innovative funding process for social programs through a national pilot project. Kay made a professional move to Family Resources Inc., where she became a vice president. Utilizing all of her skills, Kay was instrumental in expanding and developing Family Resources services, continuing to focus on the strength of the family. Two service areas that grew significantly under Kay's tutelage were Domestic Violence and Rape, Sexual Assault Services. Kay's retirement in 1999 did not stop her practicing her devotion to family and to needy people of the community. She continued to be very active with her family, hosting them and traveling both with them and to see them. Professionally, Kay remained active, including becoming a board member of Local Area Network (LAN), Scott County Regional Authority District Isle of Capri and Community Initiatives Committee of the United Way of the Quad-City Area and a consultant to John Lewis Coffee shop. Kay will have a very long-lasting impact on this community. She has been a motivator, role model and teacher of her peers, staff and the community as a whole. These many people will continue providing community services based on the knowledge and professionalism that Kay has provided for them. The Quad- Cities is an infinitely richer place to live because we have been blessed with having had the extensive knowledge, skills and motivation Kay Gardner provided to us.
