Kinney Mayor 1956-1959 Arthur was born August 20, 1902 at Florence, Colorado. He was reared and educated at Denver. He attended the University of Colorado and Washington and Lee University at Lexington, Va., where he was a member of the Sigma Chi Fraternity. He married Arlene Robinson on Nov. 28, 1931 at Denver. They had three children- -a son and two daughters. They moved to Idaho in 1946. He founded the Kinney Supply Company in Payette. He was a member of Washoe Lodge No. 28 AF & AM of Payette, Payette Chapter No. 8 Royal Arch Masons, The King Solomon Council No. 4, Royal and Select Masters of Payette, the Weiser Commaudry No. 7, Knights of Templar of Weiser, El Korah Shrine Temple of Boise and the Payette Kiwanis Club. He was on the Payette City Council and served as Mayor of Payette from 1956 to 1959. Mr. Kinney passed away on June 27, 1979 at the age of 76.
