Many early pioneers to the Payette Valley settled there. At one time it looked to be a growing and prosperous community, with the Washoe Ferry connecting the Payette Valley to Malheur county, Oregon across the snake river. However, during the builing phase of Ontario, Malheur county's largest town, there was a dispute between some of the land owners of Washoe and the men of Malheur county who had the money to invest and build. That led to the stoppage of most business and trade between the two towns, specifically the Rossi sawmill located at Washoe. The man in the picture is Lon Stroup. Although Washoe missed out on becoming a town of its own, it still remained a large farming area.
