Baker, Francis E., Jurist, the Federal Building, was born Oct. 20, 1860, in
Goshen, Ind. In 1899-1902 he was Judge of the Supreme Court of Indiana. Since
1902 he has been Judge of the United States Circuit Court of Appeals, Chicago.
