He has been Professor of Political Economy in Vanderbilt University and in the University of Chicago; and was Superintendent of the Water Department of Cleveland, O. He has also assisted many cities in the regulation of lighting, lighting street railways, telephone and water rates, including Boston, New York, Baltimore and Chicago. Since 1913 he has been a member of the Advisory Board of Valuation Division of the Interstate Commerce Commission; and since June, 1914, has been a member of the Board of Supervising Engineers of Chicago.
