Modglin was born in Grantsburg Township, Johnson County, 3 October 1883 to Benton Modglin and Martha Haley. Benton was born in Wilson County, Tennessee where he lived and married. He migrated to Illinois and settled in Johnson County where he remained until his death in 1851. Benton and Martha had seven children: Pleasant H., Nancy ,Martha, Joe, William, Benton and James F. After the death of his parents, William went to live with an older brother in Pope County, IL. On 16 April 1853, William was married to Rachael E. Simmons who was born at Cape Girardeau, MO, 8 February 1834 to Lewis Simmons of Wayne County, Tenn. Lewis Simmons was the son of Thomas Simmons who was one of the pioneer settlers of Pope County, IL. Lewis Simmons went to Missouri when he was young, married in that state, and came from there to Illinois about 1836. He was a pioneer in Johnson County, secured Government land in Simpson Township. After leaving there, he settled in Grantsburg Township and lived there until his death. Lewis had four children: Sarah, Irving, Hezekiah and Rachel. William and Rachael Modglin had four children. Their daughter, Nancy J. Modglin married W. J. Miller and had seven children; Sarah C. , wife of A. D. Howell; Fanny B., wife of William B. Bivens; and Ida M. wife of Leonard Whitsides. William served in Company A, 120th Illinois Infantry and was a prisoner of war held at Andersonville.
