Proctor was born in Jackson County, Tennessee on June 14, 1847. He was a prominant businessman of Regent. His father, James Proctor was a son of Henry Proctor of South Carolina and of Irish descent. Henry Proctor died early leaving five sons and two daughters. James Proctor married Frances Henley, daughter of Pleasant and Martha (Wats) Henley of South Carolina. Pleasant and Martha moved to Illinois in 1858 where they lived at the time of Marthas' death in about 1869 and Pleasants' death in the year 1888. He left an estate worth about $6,000.00 James and Frances Proctor came to Union County Illinois in 1860. There they purchased 40 acres of land and lived there for ten years then sold the land and moved on to Johnson County Illinois where they bought 100 acres of improved land in Goreville Township. James and Frances had five children, a son who died a one year of age, Martha who died at 22 years, Joel H. Proctor, Mary, wife of John F. King and Thaddeus Q. Proctor of Elvira Township. They remained in Johnson County until 1882 and at that time went to Pope County Illinois to live with their daughter, Mary King. Both James and Frances died in the year 1883. Joel lived at home until his marriage April 24, 1873 to Jessiefia Kelley who was the daughter of William and Sarah (Weddel) Kelley. Joel and Jessiefia had three children, two sons which died in infancy and one daughter, Daisy who married John A. Gresham. Jessiefia Weddel Proctor had three brothers all farmers of Johnson County, John R., Isaac N. and Calvin. Joel Proctor farmed until December 1864 when he sold his 100 acres and moved to Regent where he bought half the interest in the general merchandising business of W. D. Toler. Three years later he bought the other half of the interest.
