REGISTRATION DAY TUESDAY, JUNE 5, 1917 The registration for a conscriptive draft will be held throughout the United States on Thursday, June 5. As a rule the regular voting places will be used for this purpose and it is expected that the registrars render their services gratuitously so that no expense is involved for the state. Throughout the 48 states the registration will take place between the hours of 7 a.m. and 9 p.m. and the places and registrars for Staunton are: First Ward -- Place: Engine room in City Hall Building; H. O. Panhorst and Edw. C. Luker, registrars Second Ward -- Place: Hochmuth Bicycle Shop; H. J. Burns and Paul J. Luker, registrars. Third Ward -- P. W. Looser's store; John W. Howells and John W. Aschbacher, registrars. Fourth Ward -- Place: Fischer Bros. store building, Jud E. Lair and George Ahrens, Jr., registrars. All male persons, both citizens and aliens, born between the sixth day of June 1886 and the fifth day of June 1896 are compelled to appear and have their names registered. Exempt are officers and enlisted men of the regular army, navy and marine corps, officers of the national guard and naval militia while in the service of the U.S. and officer in the officers' reserve corps and enlisted men in the enlisted reserve corps. Two ways are provided for registration: First, by appearing in person at the poling place; second, by mail if sick or the person expects to be absent from home on June 5. In either of the two above cases, the person subject to registration is directed to go to the clerk of the county or city of over 30,000 where such person happens to be, before June 5 and follow the clerk's instructions. If such person is too sick to go in person he may send a competent friend, who may be deputized by the clerk to prepare the card. These who are of conscript age and fail to register make themselves subject to imprisonment for one year. There is no alternative of taking a fine. The certificate of registration is a blue card which had to be reserved as proof that you have done your duty. Keep it safely and have it ready for presentation if questioned by the authorities. The day of registration will be inaugurated in Staunton at 7 a.m. with the ringing of the church and fire bells, blowing of whistles etc. The registrars would appreciate it very much if a number of clerks and interpreters would volunteer their services on registration day. Those willing to assist will kindly report at once. ------------------------------------- Official List of Names and Numbers of Staunton Men Liable to Conscriptive Draft STAUNTON STAR-TIMES, FRIDAY, JULY 15, 1917 Names of every young man registered in District No. 2 of Macoupin county for service in Uncle Sam's National Army were sent to Washington by Chairman H.A. Fischer Saturday. The act provides that four copies of the list be prepared, one for the Provost General at Washington, one to Adjutant General Frank Dickson of Springfield, the third one was posted at the Staunton post office and one submitted to the Star-Times. District 2 comprises the southern half of Macoupin county or the townships of Shipman, Hilyard, Gillespie, Cahokin, Mt. Olive, Staunton, Dorchester, Bunker Hill and Brighton. The total number of registered young men in the district is 2289 and of Staunton alone 633. District No. 1, which comprises 16 townships of Macoupin county, has only 1940 registered young men. Certainly we would impose on our readers in publishing the complete list of the district and omit other important news items and therefore we submit only the names of those of Staunton for a close scrutiny and expect the newspapers of Mt. Olive, Bunker Hill, Benld and Brighton will do the same for their readers. It was a herculean task to prepare the lists and Mr. Fischer feels some what relieved after the strenuous time. We deem it advisable to state some additional particulars, based on the boiled-down announcement of the Provost Marshal General. Every conscript has a new serial number, which he should keep in mind for future events as he will not go by his name but only by the number. Watch for the drawing in Washington and in case your number has been drawn, you must appear for physical examination. In case of doubt as to any point apply to the local board for information. Every registered man is taxed with the responsibility of knowing the requirements and therefore it behooves the youth of America to keep close tab on the newspapers. Exempt from service are: Officers of the United States and of the several states, territories and the District of Columbia. Ministers of religion. Students of divinity. Persons in the military or naval service of the U.S. Subjects of Germany residing in the U.S. All other resident aliens who have not taken out their first papers. County and municipal officers. Customhouse clerks. Persons employed by the U.S. in the transmission of mails. Employees of armories, arsenals and navy yards of the U.S. Any married man whose wife or child is dependent upon his labor for support. Son supporting widowed mother or aged or infirm parents. Persons who prior to May 18, 1917, were members of recognized creeds or sects whose religious convictions are against war or participation therein. In all of the above classes claim must be made for exemption and in cases of those claiming the dependence of others upon their labor as excuse for exemption, said claim must be substantiated by said dependents and one free-holder. A married man seeking exemption must present an affidavit from his wife, setting forth her dependency and also a person outside of the family who must be a free-holder. As married men are not prone to discuss their financial standing with others than members of their family, some difficulties are foreshadowed. In cases where the wife has an income of her own or other sources are sufficient to support her, the man will not be exempted.
