He removed to the territory of Illinois, settling at Kaskaskia, where he served in the legislature of the territory, and in 1812 was sent as a delegate to the house of representatives, where he remained two years. In 1814 he was elected receiver of public moneys. In 1818, on the admission of Illinois into the Union as a state, he was elected its first governor and held the office by re- election until 1822.
