Stetter TimeTraveler303@aol.com December 9, 2007, 3:23 pm The Oakley GRAPHIC, Oakley, Kansas; February 6, 1891 February 6, 1891 Special Examiner MOORE was engaged by the county commissioners to examine certain of the county records in accordance with the terms of his proposition, which follows: I will check up and examine the books and accounts of all county clerks and county treasurers who served your county from the date of its organization up to Jan. 1, 1891. I will furnish, compile and open a new set of double-entry books, showing the entire business done by the county clerks and county treasurers for the period above named, which said book shall contain an account with each treasurer separately and an account with each and every fund with which said treasurers had to deal. Each of said accounts to show the amounts received for its credits, the amounts paid out and the balance remaining in it at the date above mentioned. I will also compile and furnish a tabulated statement by years showing the correct amount of each tax roll, the amount of bonds and warrants issued, the amounts paid and the amounts outstanding. I will also furnish a balance sheet taken from said new set of books when completed which shall show the financial condition of your county on the date up to which the said new books are written. The cost of the new books, expense of clerk hire, stationery and all other expense incident to said work to be paid by me. No payment to be made to me until the said work has been fully completed and duly approved and accepted by your honorable board. In the event of your accepting the said work after the same is finished and turned over to you then I am to receive a county warrant for the sum of $700. The said work to be completed and turned over to you for your approval on or before the 15th day of March, 1891. I also agree that unless the above named work results in a saving to the county of at least $500 that I will make no charge for said work. This examination is all right so far as it goes, but it doesn't go far enough. There are other matters in connection with the administration of affairs in this county that need looking after. A great avalanche of bills have been presented in the past three years and allowed without a question, and there is no doubt in the minds of those who have given the subject any attention but that thousands of dollars have been filched from Logan county in this way. Let the investigations be thorough and far reaching, and "let no guilty man escape."
