On That Date Made City of Third Class; Made Second Class City December 31, 1890, By Governor's Proclamation; H.B. Smith Was First Mayor. The first or original survey and plat of Osawatomie was made by the Osawatomie Town Company, O.C. BROWN, president, in 1859, though in the previous year a settlement had been made. In February, 1867, a new town company was organized composed of the following members: H.H. WILLIAMS, President; J.W. PARKER, N.J. ROSCOE, Henry NORMAN, H.B. SMITH, S.R. SMITH, and all title and interest of the first company passed to the new company and the present survey and plat was made. On October 1, 1883, in the District Court, Osawatomie, was duly incorporated as a city of the third class and the first election thereunder was held November 6, 1883. H.B. SMITH was elected first mayor. December 31, 1890, the Governor of the state of Kansas did, by proclamation, declare Osawatomie a city of the second class. Present city officials are: H.E. NEWHOUSE, mayor; J.P. COWDEN, utilities commissioner; and J.V. WHITLA, finance commissioner.
