Milne. Delmar P. MILNE, 52, personnel director of the state department of Social Welfare, died unexpectedly Monday noon in a Topeka hospital. He was born September 6, 1898, in Iola and served in Frances with the 35th Division during World War I. He was a graduate of Kansas University. His home was 1027 Tyler. He came to Topeka in 1933 and became associated with the Civil Works Commission, the forerunner of the Kansas Department of Social Welfare. He was a member of the Alpha Tau Omega fraternity, the Presbyterian Church in Iola and the Topeka Elks Club.
