He was born in Breckinridge County on February 23, 1924, a son of the late Wilbur SKAGGS and Effie SIMMONS SKAGGS. He was a retired Civil Service employee at Fort Knox, Ky., and was an ARMY veteran of World War II. His wife, Myrna SKAGGS, was also killed in the accident. He is survived by: one daughter: Shirley SETTLES of West Point, Ky two step-sons: Mitchell CLARK of SeRee, Ky Hildred "Pookie" CLARK of Locust Hill, Ky four brothers: James SKAGGS of Vine Grove, Ky Frank SKAGGS of Louisville, Ky Charles SKAGGS of East View, Ky Bennie SKAGGS of Guston, Ky 2 grandchildren A joint funeral will be held for Mr. and Mrs. SKAGGS on Thursday, July 16, 1992 from the chapel of the Alexander Funeral Home, Irvington, Ky., and burial will be in the Fairview Cemetery. Additional Comments: #0130 Fairview United Methodist Church Cemetery, located on the north side of KY 690, midway between Mook and SeRee, Ky., in central Breckinridge County; approximately 3 miles east of Westview, on KY 259.
