M. STEPHENS 3128, Franklin Co. Surname: Stephens, Sargent, Keenon, Clark, Atherton Kentucky: A History of the State, Battle, Perrin, & Kniffin, 5th ed., 1887, Franklin Co. J. M. STEPHENS, city marshal at Frankfort, was born in Franklin County, August 30, 1849, and is a son of Walker and Barbara A. (Sargent) Stephens. Walker Stephens was born in Franklin County, and is a son of Mitchum Stephens, who was born in Virginia. Until the last few years of his life Walker Stephens dealt extensively in stock, mules, cattle and hogs, but is a distiller by trade, and is now employed by J. M. Atherton & Co., at Athertonville, Ky., as superintendent of their distilling. J. M. Stephens was educated at the common schools in Frankfort and at the select schools. In 1868 he engaged in mercantile business in the city, and continued until 1881. He was then appointed on the police force, served until 1884, and in August of that year was elected city marshal, taking charge of the office January 1, 1885, and was re-elected in August, 1886. He married Miss Ione Keenon, of Franklin County, daughter of Adam C. and Elizabeth (Clark) Keenon, and two children have blessed this union: Rouaylen (deceased) and William W., who was employed as civil engineer on the Cumberland Valley Railroad (a branch of the Louisville & Nashville) when he was only sixteen years of age, and still holds that position. Mr. and Mrs. Stephens are members of the Presbyterian Church, and he is a Royal Arch Mason.
