		"From the 1st of March 1861 until the 6th of September of that year, the
water, for the supply of engines on the N.O. & O. R.R. at Fulton Station was pumped
by Mr. B.F.Carr, for which service he was to have been paid at the rate Twelve 50/100
dollars ($12.50) per month. And for this service, to my knowledge, he never has been
paid anything."
